The NM Department of Health's Center for Medical Cannabis and Psilocybin works to establish, administer, and regulate the Medical Cannabis Patient Enrollment Program and the new Medical Psilocybin Program. The purpose is to ensure compliance with statute, rules, and regulations regarding both programs. The Center for Medical Cannabis and Psilocybin also educates individuals, community partners, law enforcement, judiciary, and other partners regarding the effects of cannabis and psilocybin use. The program also gathers and compiles statistics on patient use and access.

Why does the job exist?

The position will provide expertise and direction for the medical psilocybin program, including providing support for the Medical Psilocybin Advisory Board. This includes the creation, review, and implementation of program regulations, rules, protocols, and guidelines.  The position will also coordinate with community members, providers, patients, law enforcement, and other stakeholders. The position also helps with the gathering, compilation, analysis, and dissemination of health information regarding medical psilocybin use. This position is integral for the creation and implementation of the new Medical Psilocybin Program. The position will also be responsible for arranging and conducting site visit for current and potential permitted individuals, organizations, and other entities engaging in activities permitted by the medical psilocybin program. This includes cultivators, practitioners, providers, locations, and laboratories or other testing facilities.

How does it get done?

The key responsibilities for this position include; communicating with community partners and assisting to coordinate public events including coordinating and providing administrative assistance for the Medical Psilocybin Advisory Board. The Senior Compliance Officer will work toward creating, reviewing, and implementation of rules, regulations, protocols, and guidelines for the Medical Psilocybin Program, including those related to compliance and the permitting or licensing of individuals, organizations, and reviewing potential applications for permits and licenses. Work with the full Center team to develop the tools, such as application processes, provider and patient registry system, educational programs, and compliance processes as necessary for the program.

Customers include patients, providers and practitioners, the general public, coworkers, law enforcement agencies, community partners, other state agencies, and internal Department of Health partners.

Ideal Candidate

Experience with the potential benefits or counter-indications of using Medical Psilocybin.Experience with writing, analyzing, and reviewing rules and regulations, protocols and guidelines, and ensuring implementation .Ability to compile and analyze data.Educate the public and be comfortable with public speaking to a wide variety of audiences.Must be able to work independently, as well as work with others as part of a team.Familiarity with statutes and the ability to interpret rules.Familiarity with research and research evaluation.Be able to create educational and outreach materials, including but not limited to patient material, power point presentations,excel spreadsheets, graphs, and reports.Be able to conduct site visits, evaluations of applications and reports.

Minimum Qualification

Bachelor's degree in Business Administration and one (1) year of experience in investigations, regulation, policy, statutory, and/or contract compliance. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. In-state and out-of-state travel may be required. Ability to lift up to 40lbs.
